It would be uniquely bad precedent - if we nab one of your spies, just arrest any American citizen and we'll work a swap.

My concern is that the deal was worked before the American's arrest. It would benefit both Putin and Trump.

1.) please his handler, Putin;
2.) "rescue" an American hostage; and
3.) make sure Butina is not available to testify per her agreement with Bob Mueller.
