Process and rules are HUGE, even if we don't talk about them much.

For instance, just one huge thing is that major bills would have to go through committee before being presented to the floor. The Republican leaders have been passing highly corrupt and otherwise destructive bills into law by bypassing bipartisan scrutiny in committee -- and, critically to their success, bypassing outside/press scrutiny and voter feedback before they're done deals.

With the proposed 72-hour delay before presenting finished bills for floor votes, representatives will actually have time to find out what they contain. The Republican majority has been dutifully passing bills blind without any idea what they contain. And much, much more.

Our Democrats introduced a draft to kick it off back in November, and it'll be worked on for weeks, perhaps months, in the bipartisan rules committee before being presented for a vote. Our majority will work with the Republican house minority as possible to produce a good bipartisan product, of course, because that's the way it's supposed to work. But note that the Republican-controlled senate and presidency have no say in this. Only us.
