This is the shot just before Mel gets tortured by the head of the international coyote cartel and his fellow traveler high-ranking psychopathic political operatives, along with their pet elite special forces group headed by a corrupt U.S. 5-star Vet (all of whom just have to be there to take care of one pesky, plucky cop, instead of delegating his removal to a local tertiary set of underlings and remain lounging around in some comfortable Rivera compound or on a huge yacht in the Bahamas). He'll be left alone while the coyotes bring the duct-taped ladies into a nearby building, distracting all these important criminal dudes, and use his super ninja special forces skills to get free, kill the other former solders, rescue the ladies, and head back to where his partner is waiting for him in the city.
Just before his partner's family gets taken hostage, cars and houses blow up, and a whole bunch of corrupt government officials get taken down, showing that organized government is bad, and simple but troubled Libertarian "men-children" are in reality Supermen with a hearts of gold who instinctively know what's best for everyone.
