(7,616 posts)Meaning Trump had planned to announce that it was a national emergency and carry on. He probably got dissuaded of doing that by people around him and ended up delivering a flat speech instead since he had already booked this appearance, he could not back out of it. So, they drugged him up and had him spew nonsense instead.

He apparently thinks both are ineffective and blames staff, specifically Bill Shine and communications shop for "making" him do it. To me, that's a pretty good tell he knows the speech flopped and the border visit will, too.
