attract some voters to trump.

But, that’s “rigging” by appealing to some voters’ stupidity and leaning toward what trump was selling. We have to be ready to respond in 2020 to such lies, whether Ruskies, domestic racists, or whatever.

He reports a news event then fantasizes all kinds of reasons and consequences from it.
Sometimes interesting to read but it's speculation and opinion, not news.
