Last night on Last Word

When Rachael and Lawrence did their little banter segue from her show to his, Lawrence mentioned a little known Senate procedure that would allow those repub Senators that want to jump ship and vote with the Dems. The procedure would allow McConnell to appear to still support the pres but allowing the repub Senators that want to end the shutdown do so while not getting any poo on McConnell himself, still appearing to support the Orange Baboon. Anyone remember what that was?

It ends debate and forces a vote to be taken. I think it requires 2/3 approval.
