Democrats should call a press conference:

They should call for Trump and the Republicans to open our government immediately.

In return, they should agree to work with Donald Trump on "border security". They need to know how and where he is going to spend any money appropriated? They need to see it in writing.

They would agree that it is an "emergency" that we help those families that are being held along the border. It is not a "crisis" but it is an immediate "emergency". It is not a national security threat but it is important that the issue be addressed as soon as possible.

There would be no guarantee for any "wall".

Democrats should announce that they are ready to take the first step.

It is up to Donald Trump and the Republicans whether or not our government is opened and our Federal workers are paid and whether or not people receive their tax refunds in a timely manner.
