I'd like to suggest some legislation the House could introduce

The don’t punish federal workers because our president is an infant act.

Basically forbiding business from taking late payment action againts federal workers who are either furloughed or forced to work without pay. Or contractors who’s income is heavily dependant on the government being open for business.
Landlords cannot evict.
Banks cannot foreclose.
Credit card companies cannot issue late payment penalties and reporting agencies can’t ruin credit scores

Undernormal circumstances, it would not be considered financially irresponsible to take a job working for the federal government. So many on conservative facebook are quick to blame the workers for not saving up enough to be prepared for a shutdown...
It’s not these peoples fault their president refuses to pay them.

If the coffee shop lays off staff because there are fewer Government employees stopping in?

There are no easy solutions.

.. could be enacted which would say: that in the event of a partial or full shutdown, the pay of the President, Vice President,
the Cabinet members, Senators, and Representatives, together with the staff of the said individuals, shall be withheld and
and said withheld pay shall be forfeit to the Treasury and the forfeiture shall not be deemed a loss eligible for an income tax
deduction.

So you won't hurt the decision makers, just more low level workers.
