Move the goalposts.
Start a media-campaign where people blame the ongoing shutdown on Trump's lack of negotiation-skills.
Reframe the issue.
Once Trump thinks that ending the shutdown will be a win for him (because he showed off that he's good at negotiating) and a loss for Democrats (who attack him for being a bad negotiator), he will end it, wall or no wall.

(16,423 posts)If he wanted a win, he would seriously negotiate for the wall-funding and do more than his ridiculous posturing and pandering.
He doesn't want a win: He wants the Democrats to lose. He wants to humiliate the Democrats by making them give him the wall.
My proposal is to manipulate Trump into adopting new win-loss-conditions: Reframe the issue as a loss for the Democrats being that he proves to be a good negotiator.
If Trump believes that he can somehow humiliate the Democrats by ending the shutdown, he will do so.
