Here's how I would talk Trump into ending the shutdown without the wall:

Move the goalposts.

Start a media-campaign where people blame the ongoing shutdown on Trump's lack of negotiation-skills.

Reframe the issue.

Once Trump thinks that ending the shutdown will be a win for him (because he showed off that he's good at negotiating) and a loss for Democrats (who attack him for being a bad negotiator), he will end it, wall or no wall.

If he wanted a win, he would seriously negotiate for the wall-funding and do more than his ridiculous posturing and pandering.

He doesn't want a win: He wants the Democrats to lose. He wants to humiliate the Democrats by making them give him the wall.

My proposal is to manipulate Trump into adopting new win-loss-conditions: Reframe the issue as a loss for the Democrats being that he proves to be a good negotiator.

If Trump believes that he can somehow humiliate the Democrats by ending the shutdown, he will do so.

I'd say the shutdown makes him not only look bad, but also like a criminal.
