The bill last year was passed in both chambers in the last session and trump agreed to sign it but, at the last minute, hannity changed his mind, so trump reneged, as usual, and that was that. mcconnell never brought it up for an override. It's the same with the latest bills that have passed the house. The Senate will approve them if mcconnell lets them vote but he won't simply because trump has said he won't sign them. This is an abuse of power in the senate because it breaks the mechanism by which a veto can be overridden. If mcconnell were to let the senate vote on the house-passed bills, they would pass with veto-proof majorities.
