The agency isn’t able to publicize and assist companies with product recalls

WASHINGTON—Specialized Bicycle Components Inc. warned customers last week to stop riding four bike models because of a steering-tube component that can crack and cause the rider to lose control.
But the federal Consumer Product Safety Commission, which would usually support the recall with an online notice and public-awareness campaign, did nothing because many agency officials are furloughed due to the government shutdown.
