If Trump holds a rally outside Washington and calls it a SOTU speech, Speaker Pelosi should...

Invite Barack Obama to give the Democratic response in the House Chamber before an audience and the Door Keeper would introduce him, "Madame Speaker, The Former President of the United States--Barack Obama"--as he walks down the aisle in triumph and gives a measured truthful speech on the SOTU as opposed to Trump's bogus lies at his rally.

Can't tell Trump that it's because of security concerns, and then hold something like that.
I think she should schedule one about a month out or so. Puts the brakes on any stunt Trump might pull and dangles it in front of him because you KNOW he wants the show.

If the House is closed for security reasons, then it is closed. I think your suggestion would seem to be tit for tat, a pure ploy. Nancy Pelosi has managed to stay above looking like that and should continue to do so.

Technically, though, State of the Union speeches are delivered to Congress, not crowds at political rallies.

Article II, Section 3 of the Constitution states that the President “shall from time to time give to the Congress Information of the State of the Union, and recommend to their Consideration such Measures as he shall judge necessary and expedient.”

Following the first State of the Union addresses delivered in-person to Congress by George Washington and John Adams, presidents delivered these updates in written form for more than 100 years, until 1913 when Woodrow Wilson revived the practice of delivering them in-person.

But the addresses have never been — and seemingly cannot be, constitutionally — delivered in the form of a political rally.

He would never, under any circumstances, agree to pull a stunt like that anyway.
