Of course, they could always subpoena the president too, but he might be able to easily evade it.

Any member of the executive branch, including the President may receive a subpoena. On the other hand, every sub-committee has its own rules in place covering the boxes that must be checked prior to issuing one.

I don't know what the House Int Com's rules are, but that would (as far as I know) be the only legal obstacle. Steve Bannon cried "executive privilege" when he received his, but no dice (he did however, use that defense to refuse to answer after being called in).
