Most fouls in the NFL are based on a line or a time; pass interference and targeting are two that depend on judgement. Some games, it looks suspiciously like the refs are instructed to suspend all judgement for some parts. But, of course, with a Commissioner who was less than enthusiastic about discovering any facts about concussions, it's not out of the question that marketing might trump fairness.
