Those are typically cost reimbursable contracts. You get paid only for what you do. They are not salaried by the government. Their employer can pay them if they want.
This is exactly why the GOP pushed many of those positions out of federal service and into private industry.

DoD wasn't in the shutdown. My old company's contracts with DHS...not so much and they won't get back pay.

...future government contract employee's will be harder to get. They will have to to raise the contract pay to attract people since they can't be certain of reliable employment.

Not that it makes their financial pain any less, but it helps to understand how all this works.
