BTW - from my Army training, land mines are really designed not to kill just maim. Every wounded soldier takes 3-4 other soldiers out of the fight.

Humans have put a lot of thought time and money into creative ways to hurt each other .....so some people can have some other peoples stuff.

6. You made me think of Chaplin's Monsieur Verdoux speech

Verdoux: Oui, Monsieur, I have. However remiss the prosecutor has been in complimenting me, he at least admits that I have brains. Thank you Monsieur, I have. And for thirty five years I used them honestly, after that… nobody wanted them. So I was forced to go into business for myself. As for being a mass killer, does not the world encourage it? Is it not building weapons of destruction for the sole purpose of mass killing? Has it not blown unsuspecting women and little children to pieces, and done it very scientifically? As a mass killer, I am an amateur by comparison. However I do not wish to lose my temper, because very shortly I shall lose my head. Nevertheless, upon leaving this spark of earthly existence, I have this to say…..I shall see you all very soon…… very soon…

Civilians are still being killed in Vietnam some 45 years later because of land mines and unexploded munitions.

..."Near the south-eastern town of Dirico, Harry walked into an area that was once an artillery base for anti-government forces, and who had mined the position in 2000 before retreating.

Praising the work of landmine clearance charitythe Halo Trust, Harry called landmines an “unhealed scar of war”, adding: “By clearing the landmines we can help this community find peace, and with peace comes opportunity.

“Additionally, we can protect the diverse and unique wildlife that relies on the beautiful Cuito river that I slept beside last night.”

.....
More than 120,000 people were killed or injured by landmines between 1999-2017, according to research by Landmine Monitor. Civilians made up 87% of casualties, with nearly half of the victims children.

Camille Wallen, the director of strategy at the Halo Trust, said Harry’s visit helped “remind the world that landmines are not just a thing if the past.".....(more)

What instance in the past 30 years would we have even considered using land mines as a viable choice?

but they were pretty much limited to the DMZ in Korea. The one concesstion we made was to ensure all of our land mines self destructed after a certain period to prevent mines killing people decades after the fact.

These weapons -- and in fact all delayed-detonation munitions -- are moral abominations.

One the countries that still uses land mines is Finland. They have a strategic border with Russia and they see mines as crucial to their defense. Denying Russia access to large chunks of their border is the only way they can counter an invasion.

The Ottawa treaty is very inconsistent. It bans anti-personnel mines but not anti-vehicle or dual purpose mines. So it is a crime to kill one person walking but not 30 in a bus.

Mines can be used morally but they need to all be engineered such that they become harmless after a relatively short period of time.

A kid isn't going to set off an anti-vehicle mine by picking it up. But, yeah: Finland is one of the other hold-outs, and I get why they feel that way, especially lately.
