(8,751 posts)I'd also add, there's a significant part of the voting population who think Obama's just blaming Bush to cover his ass and those people are waiting for any hint from Obama so they can pounce and say "See! I told you so!"
Obama knows this.

There are many possible answers, but unless you can convince an undecided that the house will flip it's better to avoid the subject. Someone (even a D) who thinks we need big changes may be willing to accept Romney with hope that the senate will cooperate but keep him in check rather than stick with Obama where nothing will get done.
There's also "blame fatigue". Justified or not, a lot of the country doesn't want to hear who's fault it is, they just want it fixed.
