Medicare is a shared risk insurance system with premiums based on the ability to pay.

Since what you pay into Medicare is a percentage of your gross salary it is really a system that is based on a sliding scale. Since you may or may not use all the amount you paid in premiums it is a shared risk program.

Companies who administer Medicare such as Palmetto Inc. competitively bid for the right to be Medicare administrators.

Every working person pays into Medicare and does not get benefits until the age 65. Part A is hospital coverage which is what everyone gets and Part B is for professional care. Part B is paid out of pocket.

This is the most efficient health care system in this country.

If Medicare was extended to all we would effectively have a single payer system for Part A. You would still have to pay for coverage of Part B, but at a lower rate than for profit insurance companies.

Providers would have to accept Medicare rates as reimbursement and since fees will be based on outcomes rather than procedures there is an incentive to give care that is both preventative and effective.

The right wants to replace this with a voucher system.

It's mostly paid for by the income tax which 40%+ of Americans don't pay.

Part B cover doctors and other non-hospital related charges.

Therefore the budget directly affects the ability to pay for your Medicare doctors. Even if you are in the hospital your doctor charges are covered by part b.

No pre-existing conditions. Take ZERO meds for anything. Rarely even take Tylenol. I will turn 64 in November. If my not using or needing health care can helps others who do, so be it.

The only reason I want to have Medicare in a year is so that my family will not be burdened when I DIE. I have a Living Will which has a DNR. I don't want to be keep alive by extraordinary means. If that happens when I am 65, yes, then too. My life. Nobody elses; my family and especially some relgious right wing GOVERNMENT.

In every age demographic group, 5% of that group accounts for 50% of health care costs, and 15% for 85% of costs.

75% of part B is paid out of general revenues. If people were allowed to participate at younger ages, the average costs would drop substantially. Someone must have worked out the actual costs for Medicare to be extended.
If it were changed to single payer and financed by a progressive rather than flat tax and accompanied by health care cost controls, as most developed countries have, it would be a great replacement for our present system.
