People were war weary and he was tough they wanted something different, like health care, social reform, workers rights, housing etc. The other team was offering it. He got back in and the government was trying to hang onto the old colonial rule. It was a difficult time 50-55 he was failing physically and mentally.

He didn't sleep deep in the bunker either he was upstairs. He helped dig people out, and basically he was a pain in the ass. but went to see what he could offer or do.That's not what Donnie Diaper did.
