Jim Crow makes voter reregistration as difficult as possible.
Encouraging people to vote makes little sense if they can not do so.

Dems should have recognized long ago that systemic change is needed in how districts are structured. Too bad they never pushed nationwide for changes in redistricting policies. The handwriting was on the wall way back in the 1990s, and yet here we are today, with still no coordinated effort at the federal level regarding the need for independent redistricting committees. Sometimes it feels like the Dems have adopted a "Geektopia" fantasy--all they need is more data, better interpretations of data, and a political utopia is surely right around the corner.
