The Richmond City Council voted on Tuesday to raise the city's minimum wage to $13 an hour by 2018.
That would be a little more than $2 higher than San Francisco's current minimum wage, which is among the region's highest. The state minimum wage will rise to $10 an hour in 2016, though a pending bill would also raise it to $13 an hour.
The Contra Costa Times reports (

Supporters said the exceptions were needed to ensure businesses did not leave the city.
Like all the businesses that have left San Francisco and San Jose since they raised their minimum wage.
Richmond is a very progressive small city a few miles north of Oakland and Berkeley. It is the largest city in the country with a Green mayor. She even led a caravan down San Pablo Avenue to Occupy Oakland, at a time when Oakland's own mayor was wringing her hands over the thing.
