How does a football (soccer) tournament cost $11 billion?

Is Brazil planning on using these six new stadiums for public housing once the tournament is over? I'm not a soccer fan, but what the bloody f**k is any country doing spending $11 billion just to host the World Cup?

Brazil is in deep doo doo. This is going to be some crazy-ass football!
