Parents?
Store owners?
And why?
For me it's parents should be giving the kids the games.
NEVER bureaucrats or pressure groups.

Some games, you should have to be 17 to buy. I have no problem with that.
Parents can, and should be able to have a say in what their kids are allowed to buy.

But yeah, I think parents should have the final say in video games, music, TV, movies rather than any outside group no matter how well-meaning.
