Ukraine Gas Talks Deadlock as Gazprom Demands Debt Payment

By Ewa Krukowska, Elena Mazneva and Volodymyr Verbyany Jun 10, 2014 12:20 PM ET

Russia and Ukraine will resume talks on a gas-supply deal with the European Union in Brussels today after the failure to reach agreement in discussions last night.

The negotiations between Russian Energy Minister Alexander Novak and his Ukrainian counterpart, Yuri Prodan, will restart at 9 p.m. local time, along with EU Energy Commissioner Guenther Oettinger, the European trading bloc said today in a statement.

Novak and OAO Gazprom Chief Executive Officer Alexey Miller were on route to catch a plane to the Belgian capital after a meeting in Moscow with Russian President Vladimir Putin, said an official who declined to be named as the gathering was private.

Gazprom declined to comment when contacted by Bloomberg.

The EU, dependent on Russian gas piped through Ukraine for about 15 percent of its supplies, is trying to broker a deal to avert the threat posed to shipments from a dispute between the two nations over payments for the fuel and territorial claims. In Ukraine, clashes between rebels claiming allegiance to Russia and government forces continued in the east of the country.

Not sure there's much point in wasting their breath.

Those wasters in Ukraine will string this out until the gas actually stops so might as well just turn it off now.

Russia and Ukraine will resume talks with the European Union on a gas-supply deal today after failing to reach agreement in discussions earlier this week.

Negotiations between Russian Energy Minister Alexander Novak and his Ukrainian counterpart, Yuri Prodan, along with EU Energy Commissioner Guenther Oettinger, will restart at 9:30 a.m. in Brussels and will follow bilateral meetings, the European Commission said late yesterday. The talks were postponed from last night because the Russian delegation was scheduled to arrive very late in Brussels, the EU executive said.

Ukraine has rejected a deal to decrease the price it will pay on a disputed Russian gas debt during long-running price negotiations.

Ukraine said that an offer from Russia of a discount of $100 for every 1,000 cubic metres of gas was part of a "trap".

Prime Minister Arseniy Yatsenyuk said Ukraine would not agree to any discounts within its current gas deal.

Russia extended the deadline until 16 June and offered the $100 discount.

The discounted figure of $268 per 1,000 cubic metres , a figure far below prices which prevail across Europe @ c. $380 , was an inducement for Ukraine to both join the CIS and clear their debt to Gazprom. They did neither.

When, not if, Gazprom , shut down the supply which will have an adverse effect on part of Europe , Ukraine will start to feel Europe's wrath.
