That's the map from the "Historical district boundaries" section of the Wikipedia article. It's labeled "2003 - 2013".

The redistricting after the 2010 census took effect with the 2012 election, which chose the person who would fill the term beginning in January 2013. The former district in the OP is actually more reasonable -- more compact and contiguous -- than the current one, which you can see here. It throws out long arms that make the go-around-Richmond effect even more pronounced.

The DOJ demanded a majority-minority district and to do that Richmond had to be excluded. Richmond was made the heart of a the new 3rd district formed in 1993. So this "gerrymandering" was completely at the direction of the Justice Department.
