How about Obama offers the neo-con Republicans this deal

Obama goes to the neo-cons and offers to give them air strikes on Iraq (how many can be negotiated) in exchange, Republicans must stand down in Congress, not fillibuster, and provide enough votes for a Canadian style single payer national health care system.

(In case anybody is tone-deaf, this is not meant to be a serious proposal)
