DMV forces teen to remove makeup before getting his license

The teen recalled, “It was very degrading and I felt, I was in shock.” As reported by WYFF News 4, Culpepper considers himself gender non-conforming and wears girl’s clothing and make-up daily.

Teresa Culpepper, Chase’s mom, said told WHNS she felt, “Angry, upset, heartbroken that my government was telling my son, ‘You must conform to our ideals of what a man should look like.’”

then they should leave him alone, because it's not like he's trying to put something over on people (I honestly thought the photo was going to show a kid wearing bizarre Goth type makeup or something).

It would be the same thing if women weren't allowed to cut their hair short or dye it different colors because they wouldn't look the same as their drivers license photos.

The DMV Refused To Give A 16-Year-Old Boy His License Until He Removed His Makeup

“According to [the DMV employee] me wearing makeup would be a disguise,” the South Carolina teen recalled.

But since you mention Florida, he could go to Santa Rosa County - apparently they accept any photo for their DLs:

As for if women are required to remove makeup for their FL DL pictures, I don't know from personal experience since I don't wear makeup. But I've never seen any woman asked to remove her makeup before getting her picture taken when I was in line for my DL.

I do love that ad for the Santa Rosa DL office.

I suppose I was under the wrong impression. But I seem to remember my mother telling me that when I was younger and she was renewing her license. And of course, I've always been made to remove my hair tie. This happened once when I was 17 for my first license pic, and again at 33 when I renewed my license and they wanted a new photo (because at 33, I no longer looked like I was 17). Again, this is nothing more than anecdotal evidence of my personal experiences and apparently is not the norm.

I have never known a woman to be asked that, and when I've spent ages at the Secretary of State in MI, I've never seen a woman asked to remove makeup. Not once.

I don't even see how it would be practical to have a good portion of half the people wash their faces before a photo.

IOW, someone showing up in Juggalo makeup or Blackface would be turned away. I believe it read something to the effect of "altering appearance so as to be unidentifiable"

Minor makeup for cosmetic purposes was allowed.

Of course the discretion is where things get murky.

It wouldn't make sense since most people who wear makeup tend to wear it all or most of the time. It would be like telling people they have to remove their glasses because it obscures their face.

Passport Photo Requirements
You must provide 1 photo with your application

The processing of your passport application may be delayed if you do not submit a photo that meets the requirements below. To avoid processing delays, we recommend you use a professional passport photo service.
Your passport photo must be:

In color
Printed on matte or glossy photo quality paper
2 x 2 inches (51 x 51 mm) in size
Sized such that the head is between 1 inch and 1 3/8 inches (between 25 and 35 mm) from the bottom of the chin to the top of the head. View the Photo Composition Template for more size requirement details.
Taken within the last 6 months to reflect your current appearance
Taken in front of a plain white or off-white background
Taken in full-face view directly facing the camera
With a neutral facial expression and both eyes open

Taken in clothing that you normally wear on a daily basis:
Uniforms, clothing that looks like a uniform, and camouflage attire should not be worn in photos except in the case of religious attire that is worn daily.
You may only wear a hat or head covering if you wear it daily for religious purposes. Your full face must be visible and your head covering cannot obscure your hairline or cast shadows on your face.
Headphones, wireless hands-free devices or similar items are not acceptable in your photo.
If you normally wear prescription glasses, a hearing device or similar articles, they may be worn for your photo. Glare on glasses is not acceptable in your photo.
Dark glasses or non-prescription glasses with tinted lenses are not acceptable unless you need them for medical reasons (a medical certificate may be required).

Nothing at the link even suggests that what passes for a normal amount of makeup needs to be scrubbed off for the passport photo. Tell you what, do bring your son in wearing his normal makeup and see what happens.

33. Egyptians invented it as a sun blocker
Thu Jun 19, 2014, 12:27 PM
Jun 2014
Eyeliner was first used in Ancient Egypt and Mesopotamia as a dark black line around the eyes. As early as 10,000 BC, Egyptians wore various cosmetics not only for aesthetics but to protect the skin from the desert sun.[1] Research has also speculated that eyeliner was worn to protect the wearer from the evil eye.[1] The characteristic of having heavily lined eyes has been frequently depicted in ancient Egyptian art. They produced eyeliner with a variety of materials, including copper ore and antimony.[1] Egyptian kohl used galena, which was imported from nearby regions in the Land of Punt, Coptos and Western Asia.[2]

In the 1920s, Tutankhamun's tomb was discovered, introducing the use of eyeliner to the Western world. The 1920s were an era commonly associated with many changes in women's fashion, and women felt freer to apply makeup more liberally.
