I'm so upset. My asshole upstairs neighbor beats his puppy.

The shithead looks and acts like a fucking White Supremacist and totally creeps me out. He got a puppy a few weeks ago. It looks like a Rhodesian Ridgeback type of dog. I am a cat person, so I don't know dog breeds, but he bitched about "Paying almost $400 for the fucking thing." Lovely, huh? A regular Prince Charming. He leaves the poor little thing alone for hours, so the poor puppy cries incessantly, which naturally freaks out my cats and upsets me. Then, of course this cruel fucker comes home to a mess, so he proceeds to stomp, yell, and I don't know what all, but I can hear that poor puppy yelp & cry in either pain or fear, probably both. I have gone up there 4 times now to bust it up, but the creep scares the hell out of me. I live alone & don't feel safe. I have called Animal Control for the past 3 weeks to file an abuse complaint, but all I get are recordings & they never call back. I debate calling the Sheriff's Department, but I know it would be all over by the time they get here. I wonder if I should bust him to the office at the complex. I am moving out at the end of July, so I would like to make sure that poor puppy is safe before I do.

People that treat animals like he does are the scum of the earth. I am so upset I am in tears.

It may take a few days for them to get back to you, as the workload is heavy and most workers are volunteers with other jobs. However, they will WANT to help. NOTHING infuriates animal shelter workers like physical abuse of puppies and kittens. And they know the law, and most are not afraid to use it. We have a phrase we all intone when a new animal abuse story comes in: "I hate humans." One will say it, and all the others in the room will echo it. We spend a lot of our time dealing with the aftermath of this crazy stuff. As one of my directors once told somebody, "It's too bad you told me about that, because I know which law you broke and who to contact about it."
She got the dog away from that monster.

Given how jumpy they act around all breeds of canine, you call a cop about one of them then the odds are that the puppy will be shot.

...Offer to watch or walk the puppy during the day. Then take it to a rescue immediately.

I know this is probably not good advice and is really risky, but that is absolutely what I would do. Dogs are totally helpless and depend upon a decent human companion to survive.

I would call the sheriff. I called on my neighbor who had horses that were malnourished. I would also call the Humane Society. And tell the office anonymously. As for the animal control, you probably have to go down there. I know it is a hassle, but do so anonymously. Kudos to you for looking out for the poor puppy. I know it is uncomfortable and sometimes scary to deal with these people. Just be persistent. I have had more than one run-in with creeps and they always justify what they do. I just tell them my interest, my only interest, is the welfare of the animal. It looked bad and I reported it. I do not apologize.

tell the dispatcher, then place the phone as close as you can to the sound. Hopefully, it gets on tape.

Then the cops will come by, and it was recorded. I did 911 for over 8 years, I always would send them if any animal was being injured. You can't always tell if it's an animal, or even a small child.

OMG, I hope you can hear this. I think he might be really hurting that little thing. The more urgency to your voice, the more I would feel to dispatch the call. Get them involved, and tell them NOT to release your name. No one needs a nutty neighbor that close.

& I hear the little guy running around. If Creepy Guy comes back & starts in on the pup, I will have to call the cops. It's after midnight, so I don't want to face him at this late hour. He's probably been drinking too. Sigh.

is because they let other shelters do the dirty work.

And euthanasia is often a better choice than a miserable existence with an abusive owner.

Do call every possible agency there is, as others have already posted.

call a friend or two and see if you can kidnap the puppy when the guy is gone and take it to a no kill shelter or hopefully you have a friend that will take it. Often police's hands are tied and they can't help.

my friend knew of a lady who wasn't feeding her horse she left in a pasture.. they animal control and sheriff deputy couldn't do anything because the local vet said the horse was thin because it was old.. my friend knows horses.. it was getting thinner and thinner.
My friend's mom who lived out of state but also had horses.. came and took the horse one night.. and a friend took the horse.

the horse is still living, and they were never caught.

The fact it was under a vets care means a lot. It's an important fact.

Animals are like people and when they get old they have trouble keeping weight on sometimes.

I confronted someone who I saw doing this to a chained dog (not puppy). I instinctively did it in open public. Is there any way you can get witnesses to this when he takes this puppy outside to pee? I'd approach him as friendly, but be firm when you say something like...

"Hello. I mean no harm and I'm your neighbor. Please know that I am aware of how your sweet little puppy should be treated. These are my friends who also care who are with me. They are supporting this intervention on behalf of your animal's welfare. Is there anything we can do to help you today?"

If he just stares at you, give him about 5 seconds and then say, "Well, okay. I'm glad we had this talk." and immediately get out of his grill.

The very least is that he will be aware of being turned in. Take the advice of these other folks on doing that. You may have bought that puppy time and less trauma.

People like that make me brave, but that doesn't mean you can't do this with fear. No fear… No time for fear.

I had a similar situation with my neighbor. He was a nice enough guy but the whole family were flakes of one sort or another. They had this beautiful hound mix. I would take her out for walks around the neighborhood, all the leftovers from dinner went under the fence to feed her.
They didn't feed her what she needed not because they didn't want to, it was just do I eat or does the dog? She and he had a real good relationship but as I said, the humans weren't wrapped too tight.
Unfortunately, when some of my family members were visiting, they had serious objections to the situation and called animal control without asking or telling me.
The shitstorm that ensued really put me in fear for my life. I already knew he had not only a temper but very little self control with even the most minor aggravation. The fact that this was going to cost him $ that he didn't have and what he thought to be (and I will say that whatever her treatment she loved him best) she could be taken away, he was not just mad, he was raging.
First rule of thumb for me is you can't choose your neighbors unless you're very wealthy(by my standards) and you can't just move unless as stated before.
What can you do?
How about this for a suggestion? No matter how much of an asshole you're neighbor seems to be, there may be a reason for that assholery.
It might be better for all concerned to leave it alone.
I tend to have a libertarian streak and wish we could all be left alone but I guess I'm a liberal because i don't want anyone to suffer and will do what
I can to assure they don't.
The liberal (predominant) side of me is always the helper, the negotiator, mediator. That's why I think I'm here today because when my neighbor came after me in a blind red rage, I could have been history years ago.

Bureaucrats act faster, usually, when an official gets on their case. So call your local Councilmember, Mayor, or Supervisor.

If that doesn't work, call the media and ask them why nobody in power is taking action to protect this puppy.

Calling law enforcement might not be a bad idea; if this guy's as mean as he sounds, there could be an outstanding warrant for him already.

That's the way our Animal Control works. If no one is available at AC, Central Dispatch takes the message and either gets hold of the officer or makes sure that someone responds. This needs to be taken care of ASAP. That poor pup's life may depends on it.

Puppies can physically only hold their pee and poop for a limited period of time. 1 hour for each month of age. That is 1 hour for each month old the puppy is. A 3 month old puppy cannot hold its pee consistently for 4 or 5 or 6 hours. 3 hours is the limit. 4 hours for a 4 month old. 5 hours for a 5 month old. On up the line.

If your puppy is "shitting on the floor" it means you have failed. Getting angry at the puppy is counterproductive at best; punishing the puppy for not doing what it is incapable of doing is abuse, plain and simple.

If the puppy is physically unable to hold its pee for the time you are going to be unavailable to take it outside, then it is your responsibility to put the puppy in a position where it won't be "shitting on the floor."

For example, setting up an "indoor pen" completely lined with papers. Or enclosing the puppy in a room with linoleum floor and lining the room completely with papers.

Once puppies are old enough, they can be crate trained until they learn to hold and ask to go out.

Dogs *want* to please you. They will do whatever they can to please you. It is your responsibility to not ask them to do what they are not capable of, and it is your responsibility to *guide* them to understanding what they want. There are totally non-abusing, nonpunishment-based ways to housebreak that *work* with every dog. There simply is no excuse for getting angry at a dog for "shitting on the floor."

see if you can explain to this puppy abuser about the physical limitations that puppies have, as I explained it above. And give him options to prevent accidents, plus ways to housebreak without punishment. Because all punishment will do is create a dog that is so fearful of "losing it" that it will consistently have accidents or will start peeing and pooping inside in a hiding place. Also let him know he should allow longer for his puppy to be successfully housebroken because he has to undo the bad start to it.

If you can't talk to him about it, maybe you could find an article online to print out and leave in his mailbox or at his door anonymously. Highlight the areas that explain what abuse will do, so he'll understand what the outcome of his current behavior will be.

My sister housebroke her puppy by leaving him in the bathroom with the entire floor lined with papers. Over time, she started lining a little less floor until she was down to just one square of papers that he would pee and poop on, until he was old enough to hold it.

I got my Jake at ~7-8 weeks in the dead of winter, so I jerry-rigged a puppy pen on a linoleum floor lined with papers and started the same process with my sister. He was a more willful puppy, and when we started with shrinking the papered area, one night he looked up at me and deliberately stepped off the paper and peed onto the floor. So I contacted a dog-trainer friend who told me to start crate training him.

The crate should be large enough for them to stand and turn around in, but small enough that it's too snug for them to pee or poop in without having to lie in it. Leave them in the crate for the appropriate time for their age (1 hour/month) and then take them outside to pee/poop. If they don't do some biz within 10 minutes or so, put them back in the crate and try again in an hour. As soon as they do some biz, reward them with 15 -20 minutes of outside play, and then back to the crate. Increase the crate time as they get older. They will get the lesson and eventually they don't need to be crated.

home & when he's not. My first clue is hearing the door slam then pictures actually falling off my wall from him stomping & yelling then the puppy starts yelping & screaming. Yeah, what am I thinking? I am sure he's just playing with him. How about NOT leaving the puppy alone for hours with no way to relieve himself? And you blame the dog. You need to get a video of him mistreating his dog. It sucks needing evidence when you have your own thoughts and feelings of what is going on but evidence is still needed.

The next time I heard that puppy being beaten I'd pound on his door and demand he stops. I'd tell him if he beats the pup anymore I'm going to beat the shit out of him.
