Here's a surprise, Nixon in the 60's tried to advance the idea of a minimum income program but congress wanted no part of it.

(5,604 posts)and debate on the CBC website. Unfortunately, Canada also has a large segment of conservatives that are unable to apply 'outside of the box', critical thinking about it. And given today's crop of political leadership that both the Con and Lib party have, they'd probably screw it up anyway.
Conservatives would set the bar too low, scrap every public agency involved, and then start eroding the benefits. The Liberals, would never raise corporate taxes, have a history of regressive taxation towards the poor, and always campaign from the left but govern from the right.
