I'd apply #4 only to those who don't live in the communities they police. Otherwise, the ballots would be long, and lower offices are typically skipped anyway.

(52,199 posts)i'm not suggesting police shouldn't have guns, just that they shouldn't carry them on their person, loaded and ready to go with minimal effort. not only does this give police the ability to make a misunderstanding a lethal one, but it also makes any assault on them a potentially lethal one ("he was going for my gun" goes away if there's no gun to go for).
use of guns should require several extra steps. not sure what those steps should be, but in england, they don't normally carry guns on routine patrols, they have to call in for armed backup. even just having it be under lock and key would help, as long as paperwork and reasonable justification were required for accessing the gun.
obviously training would need to be adjusted to the fact that they're not normally carrying, but that's not a bad thing. it would reduce confrontations, and make the remaining confrontations less lethal.

(6,036 posts)One Riot, One Ranger; was perhaps a necessity in 1870's Texas and the Territories. But that same mentality isn't required in urbanized settings where lots of backup is only a minute or less away.
9) Require officers to spend time working with At-Risk Youth. Maybe spending some time on the Basketball Court or doing other ordinary activities with kids will help break down this, us vs. them attitude.
