So, am I getting this right (regarding the torture report)

No, I didn't read the entire article in the Times, but am I to interpret that it's all the CIA's fault and that poor little Bush and Cheney were not informed of these war crimes and whether torture worked? In essence, is it trying to absolve the Bush and Cheney cabal?????? On edit: the Times does say that Bush and cheney kept C. Powell out of the loop for fear he'd "blow his stack"...
