Questions about Cuba and diplomacy

How far can Obama go in normalizing relations.

Are there laws on the books he can't get past?

Are there things the Repuke Congress can do to stop this?

I am not sure of all the legal dimensions to this.

FWIW; I have been in favor of normalized relations for decades.

whatever it is he can block in congress, but we'll see what the legal channels are - doubt he can stop this.

He can set up state to state relations such as an embassy in each capital. However there is a Cuba Embargo act which congress would have to lift to have normal trade relations.e
