(1,683 posts)Any headquarters is by its definition "nonproductive" and a drag on a company. While some things that HQ does are necessary, the imperative to continual growth in size is more a factor of Parkinson's Law than the amount of necessary work to be done. Periodic "sweeping out the chaff" ins necessary and is actually beneficial for the line workers in the stores.
