he could say "Bush did exactly what I wanted him to do." which was invade Afghanistan. Bin Laden thought that the Russian withdrawal was due to some great military prowess of the mujahideen and that the USSR and the US were identical, so all he had to do to defeat the US was get the US to come to Afghanistan. Disappointed it did not work from the WTC attack of 1993, or the embassy bombings or the Cole bombings, he came up with 911.
