Marijuana issue in Ohio

I voted today with intentions of voting to legalize marijuana. So I vote yes on Issue 3 to legalize marijuana, it states in bold letters
it will crate a monopoly of 10 growers. So there is an Issue 2 there that I had never heard of that makes it illegal to create a monopoly.
So not believing in monopolies of any kind I vote yes on Issue 2. After voting I did a search and found that if you vote yes on Issue 2 it effectively voids Issue 3. How can something that deceptive be legal?

Prohibit from taking effect any proposed constitutional amendment appearing on the November 3, 2015 General Election ballot that creates a monopoly, oligopoly, or cartel for the sale, distribution, or other use of any federal Schedule I controlled substance.

Yeah, its not 100% clear, but you have to know what you are getting into before you vote.

Also, Ohio law says that if two ballot issues the one with more votes takes effect.

But issue 2 will take effect immediately. Issue 3 will take effect in 30 days, so if issue 3 gets more votes, I would expect a court challenge, but I think issue 2 prevails regardless, because will have been in effect for 29 days.

Issue 2 is just a bad law (opposed by ACLU, sponsored by about 40 republicans, 0 democrats). It would also make an amendment for single payer almost impossible among other issues.

Vote no on 2. I'll let everybody else decide on issue 3 (I'm voting yes)

didn't accompany me to the polls. I wouldn't consider 10 growers a monopoly unless they were
all under the same owner. There was also Issue 1 that is supposed to stop the gerrymandering.
I signed a petition for that several years ago but somehow the Republicans defeated that one the last time.

But that's a big if at this point. One poll last week had it winning at 56%, but a poll this week had it tied at 46%-46%.

If 3 wins and 2 loses, it's legalization time.

If 3 wins and 2 wins, it's litigation time.

educated on the issue and most of all vote. It is kind of late now to get people informed on the issue unless
someone spends some money on advertisements right now.

But I have a gut feeling that Issue 2 will effect things way beyond the marijuana issue.
