Only about 10% of the electorate is actual "swing voters". They're more-or-less irrelevant. The people each party needs are the "marginally attached voters" that will always vote for one party, but may not always vote.

This circus is for the benefit of Republican-leaning "marginally attached voters". The content of the hearing does not matter. Those voters will be excited due to "we're fighting Clinton!!!"

The same does not apply to Democratic-leaning "marginally attached voters". While the R-leaning voters can be motivated by demonizing Democrats, the D-leaning voters can not be motivated by "Republicans bad!". Instead, they have to be given reasons to vote for a candidate, not against that candidate's opponent.

So no, this isn't going to hurt Republicans. It helps maintain the rage of their voters, while not causing D-leaning independents to be more likely to turnout.
