I hate to judge him too harshly but I think he's drunk with power and this recognition has gone to his head.

1. What does it say when they have to beg some one to take the 3rd most powerful position in DC?

This is the person who is 3rd in line for the Presidency and they can't get anyone to take the job because the organization is so fucked up.
