Varvel's joke was simply that Pence was getting Trump's haircut. That's about as edgy as Varvel gets.
What is more, someone has subsequently darkened the skin of the barber to make him appear more African American... which is not cool.

Here's the original. The barber's skin is a shade darker than Pence's, but it there is no suggestion that he is black.
