(Reuters) - A 22-year-old woman was arrested Wednesday night for illegally transferring a handgun used by a white supremacist parolee linked to the shooting death of Colorado's prison chief, authorities said.

Stevie Marie Vigil of Commerce City, Colorado, was arrested by the Colorado Bureau of Investigation on suspicion that she legally bought the gun and transferred the handgun to , a convicted felon who was not allowed to legally own firearms, bureau spokeswoman Susan Medina said in a statement.

The El Paso County Sheriff's Office said this week that the same gun used by Ebel in a shootout with Texas police was also used in the shooting death of Tom Clements, the executive director of the Colorado Department of Corrections.

Clements, 58, was gunned down when he answered the door at his Monument, Colorado, home on March 19. Police have not said if Ebel killed Clements.

They will be looking for connections back to the White Supremacists in the prisons. It's possible that the shooter enlisted her himself, of course.

... by publicizing the, "enablers", ie... gun show (under table) sales, legal to illegal gun deals. If more people, and politicians, become more cognizant of these types of deals, it can only help people realize that you do not provide ammo to a loose cannon.

for 300.000 liability, just like my mandatory insurance for my car, in case I kill someone
with my car. and it doesn't stop there, I (we) have to pay for the others who don't carry auto insurance.
to rub salt into the sore, one must show valid drivers license, credit check and for a 50.00 discount,
show your homeowner deeds to buy the damn auto insurance. Sounds like background check to me.
The damn NRA has interpreted the 2nd amendment to whatever definition they damn well please. there is nothing
in the 2nd amendment that says you have a right to HUNT OR SELF PROTECTION I YOUR HOME. I maybe wrong
I just haven't seen it. "a right to carry and bear arms" for what?

The woman accused of buying a gun an then giving it to the shooter if found guilty should be punished. What worked was being able to track the purchase of the gun and I am guessing that because of the background check this was made easy. Did it stop the shooting of two people No. what it did do is show why this is needed. This good for the dealer and the police.I am a gun owner but never be a member of the NRA because of their ideas

The gun could be traced because the Gun Control Act of 1968 requires two things:

1. Every gun of a particular model must have a unique serial number, and

2. The buyer had to identify herself, and complete and sign some paperwork certifying that she was eligible to buy the gun, and was the actual buyer (which apparently was not true.)

The paperwork goes into the seller's files - The seller has to be a federally licensed gun dealer BTW, another provision of the GCA.

Law enforcement can contact the manufacturer, who based on the model and serial number can disclose the original point of retail sale. Law enforcement then goes to the seller and inspects the paperwork, which takes them straight to the original buyer.

That's how it works. The background check system simply gives a nod of approval, a denial, or a reply indicating that it isn't sure that a prospective buyer is qualified to buy a firearm. No record is made of the model or serial number once a sale is made.

I am a gun owner but never be a member of the NRA because of their ideas

The NRA helped design both the GCA licensee/paperwork system and the Brady background check system. You can't hold them at fault for the gun being traceable, or for background checks being performed on buyers of new guns.

From a young age, no one could tame Evan Ebel

Stevie Marie Vigil

DENVER - From a young age, no one could tame Evan Spencer Ebel.

His parents sent him to special camps in Utah, Jamaica and Samoa for children with behavioral problems. Neighbors in the middle-class suburbs west of Denver shied away from a kid they described as "a handful."

By age 20, state prison had become Ebel's home. There, he joined a white supremacist gang and ended up in solitary confinement, a place his parents believe soon began to eat away at his already troubled mind.

On Jan. 28, when his term was up, Ebel was set free.

Two months later, he is dead after a shootout with Texas authorities and is a suspect in the death of Colorado's state prisons chief, who was gunned down when he answered the front door of his house. Investigators have said the gun used to in the Texas shootout was the same weapon used to kill Colorado's prisons chief.

Evan Ebel’s Extensive Criminal Background Started In Teen Years
March 23, 2013 4:54 PM

DENVER (CBS4)- Evan Ebel has an extensive criminal background that started when he was just a teenager.

Ebel, 28, is the primary suspect in two murders in Colorado and a high-speed chase and shootout in Texas. Ebel is believed to have killed Nathan Leon, a pizza delivery man and Tom Clements, the executive director of the Colorado Department of Corrections.
Ebel was removed from life support and is dead after the shootout.

Ebel’s life of crime started when he was just 19 years old — a series of crimes happened within the span of a few years. His sentences were served currently, all at the same time instead of in a consecutive order.

It began in Jefferson County in October of 2003. He was arrested for robbery and felony menacing after robbing a group of people at gunpoint inside a Lakewood home. He pleaded guilty to the crime in November of 2004 was sentenced to three years in prison.

Not one mentions if he ever had any proper mental health evaluation/treatment...If he never did, then that is a serious issue to investigate...From the earliest incidents, his parents just seemed to figuratively shrug their shoulders saying "what else can we do?"

of course, he could've had access to psychotherapy, and the stories just aren't mentioning it...

Woman Accused Of Helping Ebel Get Gun Appears In Court
March 28, 2013 11:58 AM

CENTENNIAL, Colo. (CBS4)- A woman accused of helping a felon get a gun appeared before a judge on Thursday. Police believe Stevie Vigil bought a gun and gave it to a man suspected of killing Colorado’s prison chief.

Evan Ebel was killed in a shootout in Texas after a high-speed chase and shooting at law enforcement. Ebel is believed to have shot and killed Tom Clements, the executive director of the Colorado Department of Corrections, last week.

A week after Clements died after opening his front door, investigators were still trying to determine Ebel’s role in the slayings and whether others were involved. El Paso County authorities said they were able to match the gun Ebel used in the Texas shootout to the one used in Clements’ slaying through microscopic marks left on the shell casings.

Vigil faces one count of unlawful purchase of a firearm, a felony. She faces a potential penalty of anywhere between two and 16 years in prison and fines ranging from $500 to $2,000.

Woman arrested for allegedly buying weapon used to kill Colorado prison chief
From Jim Spellman, CNN
updated 1:54 PM EDT, Thu Mar 28, 2013

CENTENNIAL, Colorado (CNN) -- The 28-year-old convict suspected of shooting to death Colorado's prison chief left prison wearing an ankle bracelet tracking device when he was paroled, according to a Colorado law enforcement official who has examined Evan Ebel's prison case file.

~snip~

Stevie Marie Vigil of Commerce City made a "straw purchase" from a weapons dealer and gave the gun to Evan Ebel, a convicted felon who could not purchase his own firearm, according to the Colorado Bureau of Investigation.

~snip~
Even as a teenager, Ebel's behavior suggested he was interested in white supremacy, said Kurt Frey, who knew Ebel from a boot-camp-type program in Samoa.

"He was very proud of his Sicilian heritage, and he always talked about wanting to kill so many people that he'd make Hitler jealous," Frey told CNN's "Anderson Cooper 360."

"He really was racist, but at the same time he did hang around with African-Americans at the camp. So it was very contradictory."
