Report: Ukraine president proposing cease-fire

Source: Associated Press/Yahoo

KIEV, Ukraine (AP) — The Interfax news agency is reporting that Ukrainian President Petro Poroshenko says he will this week propose a detailed peace plan, including a cease-fire with separatist rebels in the country's east.

Poroshenko made the remark as he opened a meeting of the country's national security council. According to Interfax, he said "a cease-fire will be proposed as the beginning of implementation of the president's peace plan."

Ukraine has struggled to suppress an insurgency by armed pro-Russian separatists who have seized government buildings, held disputed referendums and declared independence. More than 300 people have died, including 49 service members killed when a Ukrainian transport plane was shot down Saturday.

"The ceasefire will be declared as soon as the border is secure," Poroshenko told a meeting of his top security chiefs in Kiev, setting his sights on later this week. "Declaring a ceasefire while the border is open would be irresponsible."

Still good to know he at least is open to the concept of a ceasefire. And he had seriously better watch his back, especially if he continues talking in such a less than totally warlike manner.

As Ukraine mulls security, some say build a wall with Russia.

KIEV, June 17 (Reuters) - Ukraine's leaders are puzzling over how to cut off Russian support for a separatist rebellion in the east of the country but one of its richest men thinks he has the answer.

Billionaire businessman Ihor Kolomoisky has suggested building a wall along the almost 2,000 km (1,200-mile) land border with Russia to prevent fighters and weapons flooding in.

The idea may sound absurd but Kolomoisky has offered to stump up 100 million euros ($136 million) to fund the two-metre (six-feet) high, 25-30 cm (10-12 inch) thick wall of reinforced steel, complete with electronic alarms, trenches and minefields.

What's more, it's been done before. Israel has constructed a barrier to keep out Palestinian militants. China built the Great Wall to stop invaders. Soviet-led East Germany erected the Berlin Wall, though more to keep people in than out.

Great idea which would save Russia the bother and cost of doing so. Russia had already said early this year that they would fence the entire border themselves to prevent EU goods being smuggled into Russia.

16. Ukraine had aready received EU funds for the purpose of strenghtening the border.

It would seem they chose to spend those funds elsewhere.

EU ambassador notes misuse of EU funds on strengthening Ukraine's border.

The Ukrainian authorities have ineffectively spent tens of millions of euros that were earlier allocated by the European Union to strengthen Ukraine's state border, EU Ambassador to Ukraine Jan Tombinski has said.
