Ukraine peace plan to call for 10-km buffer zone on Russia border

(Reuters) - President Petro Poroshenko will call for the creation of a 10-km (6.25-mile) buffer zone on the border with Russia under a 14-point plan to bring peace to east Ukraine, according to an unofficial copy published by media on Friday.

Ukraine says fighters from Russia and supplies of guns and other military equipment have been coming into the country to support pro-Russian separatists, and tightening control of the 1,900-km (1,190-mile) border is Ukraine's main security headache.

Details of the proposal to create a 10-km buffer zone, contained in a photographed copy of the 14-point plan and carried in Ukrainian media, were not spelled out.

It was not clear if the whole of the proposed demilitarised no-man's land would be on Ukraine's side of the border or part of it on the Russian side. It was also not clear what the status of people living in border areas would be.

The plan promises to decentralise power and calls for immediate disarmament in eastern Ukraine where government forces are battling pro-Russia separatists.

It also apparently proposes the creation of a 10km (6 miles) buffer zone on the Ukrainian-Russian border, and early local and parliamentary elections.

Mr Poroshenko has already announced he intends to introduce a unilateral ceasefire by government forces ahead of the peace plan being implemented.

Russia likewise is sending highly mixed signals. President Putin has reacted favourably to Mr Poroshenko's proposal, and the two men are in communication.

'Crimea' special volunteer battalion to be formed shortly

The new "Crimea" special volunteer battalion will be formed at the current location of Donbas battalion, units of which are going to eastern Ukraine, commander of the Donetsk region Donbas volunteer territorial defense battalion Semen Semenchenko has said.

Kiev (CNN) -- Ukrainian forces have completed an operation to close off the country's eastern border with Russia, Speaker Oleksandr Turchynov told Ukraine's Parliament on Friday.

His announcement, citing Ukraine's Defense Ministry, came a day after NATO chief Anders Fogh Rasmussen said NATO had seen a "new Russian military buildup" near the border with Ukraine.

At that point, Russia was obligated to not let people through.

Currently the complaint from Russia is that for some reason the border is closed. Ukr has said that Russian passport-holders from 18 to 60, both male and female, won't be allowed in--and this includes migrant workers. The closure has been spotty--one crossing in Belgorod Oblast was closed, with a backup at the border while others were working "normally" this morning. Izaryvne, the LPR says, had a 3 km backup earlier today (but it's unclear what side of the border that's on).

Russia's response is that they don't actually know what that means.

It certainly would include things like the BTR-80 that was snagged last night on the way in.
