Espaillat Concedes House Primary Race to Rangel

State Senator Adriano D. Espaillat officially conceded to Representative Charles B. Rangel on Thursday and announced his intention to run for re-election to the State Legislature.
Mr. Espaillat called Mr. Rangel to congratulate him, according to a campaign spokeswoman, on his victory in the Democratic primary for the 13th Congressional District and on his service to the community.
The state senator had been silent since early Wednesday, when he told supporters that the race was too close to call and issued a statement saying that all the votes should be counted.
Mr. Rangel, who declared victory on Wednesday, leads by about 1,800 votes in the unofficial count, or 47.4 percent to 43.6 percent. A final count will not come until next week, when the New York City Board of Elections will begin opening absentee and affidavit ballots. But The Associated Press reported on Wednesday that the number of those ballots was not sufficient for Mr. Espaillat to overtake Mr. Rangel in the final count.
