This is what the police need to learn and they need to learn it fast. Too often they have an adversarial approach with people even people who present themselves as victims. They stop and confront people many times and it seems like for no reason most the time because it is for no reason and they are not pleasant about stopping people to ask them about their business. If you do that enough times in a community do you really have the right to complain that community relations are sour? It isn't up to the people to bridge this gap it's up to the people who have sworn to serve and protect.
