Whoever did this didn't bother to sync the silly dubbing at all. Anybody this side of not being completely pee on himself plastered is going to notice how cheap and bad it is.
His campaign really is starting to look like an imitation of "The Producers," getting suckers to invest in him and then flopping spectacularly at the polls, laundering and keeping all the money.

There is a right-wing narrative circulating around their forums that Hillary is ill and suffering neurological disorders. Nonsense of course. But this reassures the base on that plus tax issues. I don't think it will convince or sway many swing voters and may lose them some, especially if it is counteracted.
Since Hillary has a much bigger ad budget she can afford and it would be good to put out an ad that starts out "Have you seen this Trump-Pence ad?", shows about 3 seconds of the lead-in (framed), and then rips it apart, perhaps like "It lies by bad jump cut editing and quoting without context. You are not the only one who sees through it. We are stronger together with Clinton Kaine 2016."
Confirming that the viewer is smart to see through the Trump sham makes them feel very positive about Clinton Kaine.
Hillary can afford to put out direct counter ads every time Trump tries to con the voters with another ad. In addition to positive ads of her own.
