It's simple math: the more tests you do, the lower the ratio of people dead vs. tests performed.

If anything, he should be arguing for MORE tests, universal tests, in order to lower the ratio he seems to think is all that counts.

If someone only would try to walk him through that absurd lapse in logic, no doubt we'd have another instance where this "stable genius" with "a very good brain" would be shown to be an utter fool.
