THat's the whole deal with "unlocked" phones on ebay-- they cost more, but offer you the chance to go to (usually) multiple carriers to get a non-contract service plan.

If so it's yours free and clear and you can use any carrier.

Unlocked means one you purchased without a contract promotion attached to it. Those deals mean the phone is basically being rented until the contract with the original carrier is fulfilled. Once you complete the contract you can have the phone unlocked and it's yours to use with another carrier.
