Who is running Phil Arballo's campaign ? (Rep Devin Nunes's campaign)

I don't understand it. I hardly see any signs for Arballo, where as before I would Janz signs. I still see some Janz signs around and he ran two years ago.
So I went to the Arballo campaign site.

Who ever is his campaign manager, and/or consultants.. they suck.

my mom wanted to donate and will only do so by check and when you click on to donate.. you can only do it by internet. My mom and her friends (the ones that have money) will not donate via computer.

There is no office. I know there is Covid, but they still must have some little office. He is running for US Congress for christsakes.

Then, I went to see if they had yard signs, tshirts, or buttons, or even masks with his name.. there is nothing.

I have tried to google to see who is the campaign manager, and I can't find anything
then I google the campaign's advisors.. nothing there either.

Who is advising his campaign? would it be CA Democratic party, or DCCC ?
