How is the listing of candidates decided?

Is it the Sec of State, or local people, or who?

I'm in IA-1, and the five candidates for US House were not listed in alphabetical order. Murphy was listed first, my candidate Anesa Kajtazovic was last, Swati Dandekar was 4th, don't remember the positions of the other two.

Can someone explain to me? Thanks!

but in California, the names are grouped by last initial, which is done in a random order. Presumably this is done because a number of people will choose the first name on the list regardless of who it is.

I don't know if that's common among the states.
