40 people were displaced after a fire at Encino Terrace, NE ABQ, NM
A neighbor told KOB 4 a cigarette smoker on an oxygen machine started the fire.
Most of the 40 residents are elderly, on a fixed income and receiving other financial help.
Most don’t have cars, which makes even simple trips to the grocery store difficult. Many lost nearly all of their belongings.
