The Cuomo administration on Thursday evening posted the finalize version of a bill that would legalize medical marijuana after announcing a deal on the measure with state lawmakers earlier in the day.
The bill grants a large amount of authority over the program by the state Department of Health Commissioner, whose department will be charged with issuing certifications for both patients and doctors.
According to the 48-page bills language:
The bill creates a Medical Marihuana Trust Fund that would collect revenue from an excise tax on the drug. Counties that host sites that manufacturer medical marijuana would receive 22.5 percent, and 22.5 percent would go to counties where marijuana is dispense. Revenue would also go toward drug abuse and prevention programs as well as grants for state local law enforcement.

(8,879 posts)consumption like we do for alcohol or tobacco if we must, I guess. It's better than nothing, maybe. That or it entrenches a few privileged distributors. Anyway taxing "medicine" seem wrong to me. If we are to treat it as a prescription medication, then it shouldn't be taxed. If we are to treat it like a consumable, recreational substance, tax away I guess, unless it is prescribed.
